Local Partnerships

Navarre already has many fantastic organizations that work to improve the quality of life for residents like Holley by the Sea, the Navarre Beach Area Chamber of Commerce, and countless non-profits and churches in the area.

These groups have worked diligently for decades to provide services that nourish the local culture, preserve the local way of life, and elevate the best of Navarre. Within this existing framework, a city acts as a core partner for all of these organizations to assist with planning, funding, and community outreach. A city is able to partner with these groups to help them access state and national grants, listen to their members when planning infrastructure improvements, and collaborate on larger projects.

Holley by the Sea


Holley by the Sea (HBTS) is a staple of Navarre. With almost 5000 individual lots and a history dating back to the 1970s it has been a huge part of what draws people to live in Navarre. As the second largest HOA in Florida, Holley by the Sea covers a large stretch of land and suffers from the same infrastructure issues as the rest of Navarre.

With Navarre incorporated as a city, the city and the HOA could partner together to address the most pressing concerns of HBTS residents. Some of the most obvious needs are streetlighting and drainage improvements. City grant writers can work to access state and federal funds to finance these projects and city planners can work alongside HBTS leaders to implement them in the way that is best for HBTS residents.

Chamber of Commerce


The Navarre Beach Area Chamber of Commerce works with businesses to help them reach the community and achieve their goals. City staff will be able to partner with the Chamber to multiply the effects of the Chamber’s existing work. Joint events, outreach, and planning will enable an even greater impact for businesses who are a part of the local Chamber.
