Moderating Development

Navarre is a popular place for new businesses! Many companies from across the country are taking advantage of the massive population surge in recent years by opening more locations in our area.

While economic growth is generally a good thing, unchecked growth leads to overdevelopment which can corrupt the historical culture and feel of Navarre.

We’ve all noticed the over-abundance of chain businesses like fast-food, storage units, and gas stations. The only way to moderate growth is to incorporate as a city which can then set the right rules to make sure growth is sustainable and in line with the desires of its residents.

Zoning and Codes


One of the most important things a city does is regulate what can be built where within the city limits. These are called zoning rules and codes and whenever a developer wants to build something new they must adhere to the policies put forth by the city.

Currently, since Navarre is unincorporated, the only zoning rules that apply are the ones set forth by the county which are relatively lax. Additionally, developers can seek rule exceptions from the county and these are often granted despite the opposition of Navarre residents (reference).

If Navarre incorporates, the locals get to decide their own city zoning and codes that will regulate development. If a developer wants an exception, they must request it of city officials who are elected exclusively by Navarre residents. This will finally give the power of deciding the future development of Navarre to the people who live here!
